On February 17, the San Rafael City Council voted to extend a 45-day moratorium on new massage parlors in the city until the end of 2015. Luckily, Scott Walker, owner of the city's new Hand & Stone Massage and Facial Spa that opened March 22, was not affected by the decision in any way because he already had his operator permit and business license.
Walker admits that this is an unfortunate situation for the affected businesses and is worried that the new ordinance may harm spas' credibility.
